Two regulatory tracks are converging on industrial coatings right now, and most facility owners only know about one of them. The first — VOC (volatile organic compound) content limits — has been tightening for decades and most people in this industry are used to it. The second is newer and moving faster: state-by-state restrictions on PFAS (per- and polyfluoroalkyl substances), the "forever chemicals" showing up in everything from firefighting foam to nonstick cookware to, yes, some coating additives and topcoats.
If you're writing a coating spec for a repaint, a new facility, or a maintenance program, both tracks affect what you can legally buy and apply — and the rules are not the same from state to state. Here's what's actually changing and what it means for your next project.
Why PFAS Ended Up in Coatings in the First Place
PFAS compounds show up in industrial coatings for a specific reason: they work. Small amounts of PFAS-based surfactants improve flow and leveling during application. Some high-performance fluoropolymer topcoats — PVDF and FEVE resins used for their exceptional weatherability and stain resistance on architectural panels and long-life exterior systems — are built on fluorinated chemistry that falls under some PFAS definitions, depending on how a given state writes its law.
That last point matters. "PFAS-free" doesn't always mean "no fluorine chemistry of any kind." It means the product doesn't contain the specific PFAS compounds a given jurisdiction has restricted. Manufacturers are reformulating additive packages first — those are easier to replace — while high-performance fluoropolymer topcoats are a harder, slower reformulation problem across the industry.
What's Actually Changing in 2026
A growing list of states — including Minnesota, Maine, and California among the earliest movers — have passed or are actively phasing in restrictions on PFAS in commercial and industrial products, coatings included. The EPA's Safer Choice initiative is applying parallel pressure at the federal level, and manufacturers who sell nationally are increasingly reformulating proactively rather than maintaining state-by-state product variants.
What this means in practice:
- Some products are being discontinued outright — replaced by reformulated versions with different technical data sheets, cure times, or application parameters.
- Some products are being modified quietly — same name, same can, different chemistry inside. The performance can shift without an obvious announcement.
- New PFAS-free alternatives are emerging — waterborne fluoropolymer hybrids and non-fluorinated high-durability resins that are closing the performance gap faster than they were even two years ago.
- Compliance deadlines vary by state — a product legal in Michigan today may already be restricted for sale in a state with an earlier PFAS phase-out timeline, and multi-state facility owners need to track this per location.
The VOC Side of the Equation
VOC regulation isn't new, but it hasn't stopped tightening either. Regional air quality management districts continue to lower allowable VOC content (measured in grams per liter) for industrial maintenance coatings, and nonattainment areas — regions that don't meet federal air quality standards — often carry stricter local limits than the federal baseline.
This is the same pressure that's been pushing the industry toward high-solids and waterborne systems for years — the same trend behind the shift to high-solids zinc-rich primers we've covered before. Waterborne coatings are projected to be the largest single segment of the paints and coatings market in 2026, and that's not an accident. They cut VOC emissions during application, reduce fire risk, and lower worker exposure to organic vapors — while modern waterborne technical coatings now perform close enough to solvent-based systems that the old "waterborne is a downgrade" assumption doesn't hold up anymore for most industrial applications.
The mistake we see most often is a facility assuming the product they specified two or three repaints ago is still exactly the same product. It might not be. The can looks the same. The chemistry inside might not be.

If you manage a facility and you're planning a repaint, tank recoat, or new construction coating spec, treat this as a live issue rather than a settled one:
- Ask for current SDS and technical data sheets — not the version on file from your last project. Manufacturers update formulations more often than facility files get updated.
- Confirm VOC compliance for your specific air district — a product compliant statewide isn't automatically compliant in every local jurisdiction.
- Ask directly about PFAS content if your industry, insurer, or corporate policy has taken a position on it — some manufacturers now disclose this proactively, others need to be asked.
- Build in lead time. If a specified product is mid-reformulation, substitution approval can add weeks to a project timeline you didn't budget for.
Performance Trade-offs: Does PFAS-Free Mean Worse Performance?
Not the way it did five years ago. High-solids waterborne systems and non-PFAS fluoropolymer alternatives have closed most of the performance gap for standard industrial and commercial applications — corrosion protection, abrasion resistance, and color/gloss retention are all in a good place for the majority of projects we spec today.
Where it still gets tight is the extreme end: coastal or heavy-industrial exterior exposure demanding 20+ year fade and chalk resistance, or chemical-splash environments where fluoropolymer chemistry has historically been the only reliable answer. In those cases, the field of compliant, high-performance options is narrower — which is exactly why specifying early and working with a contractor who tracks manufacturer reformulations matters more now than it did a few years ago.
